In 2019, the sixth edition of the Gobernarte contest recognized initiatives from subnational governments in the following two categories:
Category 1: Data use for the public policy cycle
Category 2: Innovative services targeted at vulnerable communities
In this edition of the contest, there were 188 initiatives from 11 countries in LAC were presented during the application period from July 1 to August 21.
The selection of the winners was conducted by an independent panel of experts according to the criteria established in the rules of the contest. The results were presented on September 16, and the four winners of this edition were announced:
Location: Mexico City, Mexico
Organizations involved: Mexico City Government (Digital Agency for Public Innovation - ADIP and Secretariat for Inclusion and Social Welfare – SIBISO)
Description of the initiative:
Mexico City wants to implement the SIBIS tool, derived from the previous platforms (SIBISO and ADIP). This system has the objective of concentrating all the information on the social welfare of the city, as well as facilitating the planning, management, implementation and delivery of social programs.
The implementation of this system will allow the effective approach of the least attended and, at the same time, the most unprotected population. Thanks to SIBIS, a single registry of beneficiaries and a single registry of social programs will also be created, which will make it possible to know and compare who are the beneficiaries of all social programs and the objectives, goals and results of all programs.
Beneficiaries: decision takers, administrators, and operators of the 144 social programs; beneficiaries of all the social programs (there are programs that serve more than 1.5 million people)

Description of the initiative:
The "New Life to the Grotas" program is the umbrella of projects, plans and actions focused on the most vulnerable populations in Maceió, including urban and territorial interventions that seek to reduce spatial inequalities and access to services.
Within the framework of this program, the initiative presented has the objective of creating an organizational and institutional environment in which the production, systematization and use of data and information is a key element in each step of the entire public policy cycle
in the state of Alagoas. In this way, it provides an effective improvement in the quality of life and the built environment of the inhabitants of the vulnerable areas of Maceió, as well as the integration of the actors involved in the program.
Beneficiaries: 100,000 inhabitants of the Maceió caves.

Description of the initiative:
The program Social Territories of the city of Rio de Janeiro aims to attract to the registries and social programs the families of the city that are still invisible to the municipal network and considered poor or extremely poor. The initiative also aims to improve the quality of care and support for those who already have access to any of these services.
The initiative is planned in three phases: identification of the target audience, creation of the integrated action plan and monitoring of results. In addition, the program contributes to the achievement of the United Nations Sustainable Development Goals (SDGs), especially number 11 "Make cities and human settlements inclusive, safe, resilient and sustainable."
Beneficiaries: families distributed in ten territories of the city (90,000 people approx.)

Description of the initiative:
The initiative lies in implementing a WEB platform and a crowdsourcing App called "ACÉRCATE", to bring the community closer to the local government and create a link of easy and fast access to solve problems using technology and the collective intelligence of many people to solve a problem or get public opinion regarding a topic. The department already has more than 160 free Internet Wi-Fi zones that guarantee connection to the app and the platform.
The platform will allow you to find news from the region, as well as different categories to refer to in order to submit your concerns: Electricity, Water, Infrastructure, Health, Transportation, Education; Farming; Security; and Culture, among others. These categories in turn have their group of solvers made up of government officials, members of the Antonio Nariño University, and members of the community.
Beneficiaries: 2,489,709 inhabitants of the department of Atlántico
Andrés Blanco es Especialista Líder en Desarrollo Urbano y Vivienda del BID. Actualmente, coordina la implementación del LAB Ciudades, un laboratorio de Innovación Urbana en el BID. Su trabajo se centra en los aspectos económicos de la planificación en áreas como vivienda y uso del suelo. Anteriormente ha trabajado como profesor en el Departamento de Planificación Urbana y Regional en la Universidad de Florida, para organizaciones como el Lincoln Institute of Land Policy, el Programa de las Naciones Unidas para el Desarrollo, y gobiernos nacionales y locales en América Latina y Estados Unidos. Está licenciado en Economía y cuenta con una Maestría en Ciencias en Planificación del Desarrollo Regional y un doctorado en Planificación Urbana y Regional.
Camila Mejía es especialista en Modernización del Estado en la División de Capacidad Institucional del Estado en el BID en donde se ha enfocado en la implementación de programas de reforma institucional, racionalización estatal, sistemas de identidad y registro civil y seguridad ciudadana. Previamente a esta posición, trabajó en la División de Mercado Laboral y Seguridad Social del BID enfocándose en la reforma del sistema pensional en Jamaica y programas de inserción de grupos vulnerables al mercado laboral en Brasil. A su vez, Camila trabajó en el Centro de Desarrollo de la OCDE y realizó investigación para el Departamento Nacional de Planeación (DNP) de Colombia sobre los sistemas pensionales y los esquemas de pensiones no contributivas en América Latina y el Caribe.
André Luis Azevedo Guedes es profesor visitante y científico investigador del Laboratorio de Tecnología, Innovación y Sostenibilidad (LITS) de la Universidad Federal Fluminense (UFF), donde desarrolla investigaciones y realiza docencia sobre ciudades inteligentes, administración pública e industria 4.0. Ha desarrollado gestión de proyectos orientada a la innovación en diversas empresas públicas y privadas, como en el Servicio Federal de Procesamiento de Datos (SERPRO) donde fue analista, gerente y asesor de presidente actuando con enfoque en nuevas tecnologías. André trabaja como Profesor de Gobierno Electrónico en la Especialización en Administración Pública en la Fundación CEPERJ (EGPP) de Río de Janeiro, Analista de Sistemas enfocado en Sistemas de Gestión Integrada y nuevas tecnologías enfocadas a la transformación digital. Además, es Ph.D. en Ingeniería Civil y Maestro en Ingeniería de producción por UFF.
Pionera en el impulso de las Smart Cities, es una apasionada de la innovación para la transformación de organizaciones. Con más de 20 años de experiencia en diversas posiciones directivas en compañías del sector TIC y organismos públicos. Es la fundadora y directora de anteverti, consultora especializada en Ciudades Inteligentes y también la Comisaria del Congreso del Smart City Expo World Congress. Anteriormente fue CIO del Ayuntamiento de Barcelona, y CEO del IMI, entidad de servicios tecnológicos municipal. Además, es vicepresidenta de la Junta Asesora de la Asociación Catalana de TIC y miembro de la Junta Asesora de Digital Future Society. Pilar es la primera mujer en recibir el premio honorífico de La Noche de les Telecomunicaciones i la Informática de Cataluña (España).
Ingeniera Industrial de formación, con MBA en Administración de Empresas y Máster en Comunicación. Actualmente está liderando la innovación digital en el Ayuntamiento de Barcelona. Ha diseñado e implementa la estrategia de Innovación Digital de Barcelona y sus políticas. Se incorpora al sector público para liderar la promoción económica e innovación en el proyecto de transformación del 22@Barcelona. Ha diseñado y liderado proyectos como el Barcelona Urban Lab o la iniciativa del Barcelona Open Challenge, que fomenta la contratación pública innovadora y el cambio cultural. Colabora con instituciones como el Banco Mundial o la Comunidad Europea. Previamente trabajó en consultoría estratégica y de gestión del cambio en ACCENTURE, y fomento del emprendimiento en la Universidad Politécnica de Catalunya (UPC).
Pedro coordina y lidera el desarrollo y la implementación del Plan Nacional de Ciudades Inteligentes del CORFO que tiene como objetivo promover y facilitar las condiciones urbanas que promuevan el desarrollo de ciudades más innovadoras, sostenibles, competitivas y con espacios más habitables para sus ciudadanos. Hasta recientemente era gerente del Programa Santiago Smart City, programa estratégico regional de CORFO, patrocinado por la Intendencia de la Región Metropolitana de Santiago que tiene el objetivo de activar y articular la generación de soluciones de movilidad, seguridad, y medio ambiente en el Gran Santiago. Antes de incorporarse en CORFO ejerció de coordinador de la Unidad de Ciudades Inteligentes del Ministerio de Transportes y Telecomunicaciones de Chile. Se formó como ingeniero informático y tiene un Máster en Tecnología de la Información.
